Strictly speaking, a person does not need to be either a Psychiatrist or Psychologist to be ';good'; at hypnotherapy. Depending on your state laws, a hypnotherapist could be independent.
That said, were I to choose purely by qualifications, I would choose the Psychologist. A Psychiatrist is an MD who has additional training in psychology--these are the folks who tend to resort to drug interventions for psychological issues. A Psychologist on the other hand is a Doctor of Psychology, so they tend to move toward counseling/talk type therapies, which would tend to include hypnotherapy, if that would be appropriate for you.
Of course there are truly excellent counseling Psychiatrists and there are incompetent Psychologists, so be sure you get a good feel for your Doctor/counselor no matter whom you choose. Check qualifications, specialties, and ask for references if appropriate.
